The Stipendium Hungaricum Scholarship Programme 2026-27 application window for Pakistani and AJK nationals is now closed, but the programme remains important for candidates who already applied and are moving through nomination, university admission and final-document stages.
For Pakistan, HEC published a total allocation of 400 scholarship seats across Bachelor’s, One-Tier Master’s, Master’s and PhD programmes. Applications had to be submitted on both the HEC scholarship portal and the Hungarian Stipendium Hungaricum system by 15 January 2026.

HEC lists the following Pakistan allocation for 2026-27:
- Bachelor’s: 200 seats across available disciplines.
- One-Tier Master’s: 70 seats.
- Master’s: 100 seats.
- PhD: 30 seats.
The One-Tier Master’s allocation includes 20 Medicine/General Medicine seats, 10 Dentistry seats and 40 seats for remaining eligible one-tier disciplines.
Is the application still open?
No. HEC states that the deadline for the complete 2026-27 application on both required portals was 15 January 2026 at 4:00 PM Pakistan Standard Time.
This article is therefore for applicants who already submitted their applications and for students researching the programme before a future intake. A new applicant should not send documents to a person claiming that late 2026-27 applications can still be inserted.
Basic nationality and age requirements
The published HEC eligibility criteria include:
- Applicant must be a citizen of Pakistan or AJK.
- Dual-national Pakistani applicants are listed as ineligible under the HEC criteria.
- There is no general upper age limit.
- The applicant must be at least 18 years old on or before 31 August 2026.
Education requirements by study level
Applicants had to meet the academic level required for the programme they selected:
- Bachelor’s / One-Tier Master’s: HSSC/Intermediate or equivalent had to be completed by 1 August 2026.
- Master’s: A 16-year Bachelor’s or equivalent degree had to be completed by 1 August 2026.
- PhD: Master’s/MS/MPhil or equivalent had to be completed by 1 August 2026.
Result-awaiting candidates were allowed to apply, but final degrees/transcripts had to be uploaded to the Hungarian portal by the published 1 August 2026 deadline.
Why 1 August 2026 was important for result-awaiting candidates
HEC specifically warned that result-awaiting applicants had to possess and upload the final required degree and transcript on the Stipendium Hungaricum portal by 1 August 2026.
An applicant who failed to satisfy this condition could have candidature cancelled. Candidates should therefore keep proof of the final document upload and monitor any portal/email communication regarding document verification.
HAT and USAT requirement
HEC required applicants to provide a valid HAT or USAT score depending on study level, with at least 50% of the total marks.
HEC’s published FAQ states that:
- HAT is used for postgraduate applicants where applicable.
- USAT is used for Bachelor’s-level applicants where applicable.
- Applicants without the minimum required valid test score are not considered for further processing.
Applicants who took the scheduled 2026 HAT/USAT opportunity did not have to manually add the score where HEC’s system automatically updated it for nomination processing.
Is IELTS mandatory?
HEC itself does not impose one universal IELTS requirement for every applicant. However, the selected Hungarian university can require IELTS, TOEFL or another English-proficiency document.
Applicants should follow the admission conditions of their chosen Hungarian institutions. An HEC nomination does not override a university’s language requirement.
Were documents required to be attested at the initial stage?
HEC states that educational documents did not need full attestation at the initial application stage. After nomination, the required certificates, transcripts and degrees may need attestation from the relevant authorities such as HEC and IBCC.
Applicants with O/A Level qualifications should also pay attention to IBCC equivalence requirements.
What should applicants do now?
Applicants who successfully submitted both applications should:
- Keep access to the email addresses and mobile numbers used on both portals.
- Monitor HEC and the Hungarian application portal for updates.
- Check university-specific admission messages and interview requirements.
- Keep final degrees/transcripts and any uploaded document evidence available.
- Prepare attested documents if nominated and requested.
- Check passport validity well before travel/visa processing.
- Do not change the selected programme after nomination unless the official rules allow it.
Can a nominated applicant change the subject or study programme?
HEC states that once a candidate is nominated by HEC or finally selected by the Tempus Public Foundation, requests for a change of subject, discipline or study programme will not be entertained by HEC.
Applicants should therefore treat their programme choice seriously and read the host-university curriculum before final acceptance.
Professional degrees need extra checking
Students applying for regulated professions—such as Medicine, Dentistry, Engineering, Nursing, Architecture, Law, Veterinary Medicine or Pharmacy—must confirm Pakistani recognition/accreditation requirements with the relevant professional council.
A scholarship award does not automatically guarantee that a foreign professional degree will meet every licensing requirement in Pakistan.
Medical and dental applicants
HEC specifically directs medical and dental applicants to follow current Pakistan Medical and Dental Council requirements for study abroad and recognition of foreign institutions.
Candidates should check the current PMDC position before final enrolment or travel rather than relying on old recognition lists.
What if an applicant withdraws after final award?
HEC’s programme instructions warn that withdrawal after a final scholarship award can lead to disciplinary consequences, including a possible ban from applying to foreign-funded, HEC or Government of Pakistan scholarship programmes for a period.
A selected candidate should therefore make the final acceptance decision carefully.
