The Khyber Pakhtunkhwa government has announced that the Ehsaas Umeed Card will provide Rs 5,000 per month to 10,000 eligible persons with disabilities. The announcement was made as part of a wider Social Welfare package that also includes interest-free business loans and scholarships for persons with disabilities.
The Social Welfare Department’s own website already lists “Ehsaas Umeed Card (PWDs 2025-26)” among its Zakat/Istehqaq forms and provides an Umeed search facility through its Zakat Management system. The latest August 2026 announcement signals continued/expanded implementation, but applicants should distinguish the confirmed benefit from details that have not yet been republished in a complete new 2026-27 guideline.

Is the Umeed Card an entirely new programme?
The name is not appearing for the first time in August 2026. The KP Social Welfare Department currently lists an Ehsaas Umeed Card (PWDs 2025-26) form on its official website and an “Umeed Search” option in its Zakat Management Information System.
The fresh August 2026 welfare announcement is therefore best understood as a current programme expansion/implementation update. Beneficiaries should use the newest Social Welfare instructions for the current intake rather than an old screenshot or form shared in a WhatsApp group.
Who is the programme for?
The latest announcement describes the intended beneficiaries as eligible persons with disabilities in Khyber Pakhtunkhwa.
At the time of this update, the public announcement reviewed does not publish a complete new list of age limits, household-income thresholds, disability percentages or district quotas for the 10,000-beneficiary phase. Those details should not be invented or copied from a different disability programme.
Does every disability certificate holder automatically get Rs 5,000?
No such automatic entitlement is stated in the current announcement. The programme has a target of 10,000 eligible beneficiaries, so verification and selection criteria matter.
A valid disability record may be part of the eligibility process, but the final rules for the current phase should come from the Social Welfare Department/Umeed Card instructions.
How can a person check disability records in KP?
The Social Welfare Department runs an electronic disability certificate system. Its online services include:
- Application for an e-Disability Certificate.
- Disability certificate search/verification.
- Social Welfare CNIC verification services.
- Zakat Management’s Umeed Search.
A person whose disability has never been formally assessed should use the department’s legitimate disability-certification route instead of purchasing a fake certificate.
Is there an online Umeed Card application form?
The official Social Welfare site lists an Umeed Card form in its Istehqaq forms section. However, because the latest 10,000-beneficiary announcement relates to the current programme rollout, applicants should confirm whether the older listed form is the correct form for the latest intake before submitting it.
The department’s website and district Social Welfare/Zakat offices are the safest places to confirm the active procedure.
How will payments be made?
The August welfare announcement says assistance under the new welfare measures will be transferred directly into eligible beneficiaries’ bank accounts to improve transparency.
Applicants should never pay an agent to “activate” a card or share a banking PIN/OTP. A legitimate government benefit does not require the beneficiary to disclose a secret ATM PIN to an intermediary.
What should an interested person do now?
- Check that the disability record/certificate is genuine and current through the KP Social Welfare system.
- Visit the official Social Welfare website and review the Umeed Card/Istehqaq forms area.
- Use the official Umeed Search where applicable to check existing records.
- Contact the district Social Welfare/Zakat office for the current 2026 phase instructions.
- Do not pay anyone for inclusion in the 10,000-beneficiary list.
What information has not yet been clearly published for the new phase?
The latest public programme announcement does not provide a complete new 2026-27 guideline covering every operational detail. In particular, it does not clearly state:
- A new province-wide application opening and closing date.
- A single new online application URL for the 10,000-beneficiary announcement.
- A full age criterion.
- A specific household-income ceiling.
- A district-by-district quota.
- A published disability-percentage threshold for this phase.
Until the department publishes those details, applicants should not rely on websites that fill the gaps with made-up eligibility rules.

- Verify through Social Welfare/Zakat systems and district offices.
