The CM Punjab Livestock Card is a livestock-financing programme for cattle farmers in Punjab. It provides interest-free credit that can be used to purchase approved feed inputs such as wanda, silage and mineral mixture for calf fattening.
The original scheme launched with a digital application and Bank of Punjab financing model. The programme remains listed as an ongoing/revised Punjab initiative, and the official Livestock Card application portal is still accessible. However, the main Punjab information page still displays the original 2024 registration dates, so applicants should confirm current intake availability before assuming a new 2026 application window is formally open.

The Punjab government publishes a financing range of:
- Rs 135,000 for a farmer with 5 eligible animals.
- Up to Rs 270,000 for a farmer with 10 eligible animals.
Punjab programme announcements have described the facility as roughly Rs 27,000 per animal for eligible calves/young stock.
Is the Livestock Card interest free?
Yes. The scheme is officially presented as an interest-free livestock credit facility for eligible farmers.
Interest-free does not mean the financing does not have to be repaid. The farmer remains responsible for repayment under the Bank of Punjab terms and programme schedule.
Loan period and grace period
The official Punjab Livestock Card page states:
- Loan period: 4 months.
- Additional grace period: 1 month for repayment.
Farmers should use the repayment schedule issued with their own Livestock Card/Bank of Punjab facility as the final instruction.
Who is eligible?
The original official eligibility criteria include:
- Applicant must be a resident of Punjab.
- The mobile number must be active and registered against the applicant’s CNIC.
- The applicant should be registered in the livestock department’s relevant SPMS system.
- The applicant should have 5 to 10 male calves/young stock of buffalo or cattle.
- The applicant should have a clean credit history and no disqualifying loan default.
These requirements reflect the scheme’s calf-fattening and feed-finance purpose. It is not a general personal loan for any rural household.
What can the loan be used for?
The Livestock Card is intended for approved livestock feeding expenses. The government specifically identifies:
- Wanda / compound feed
- Silage
- Mineral mixture
Farmers use the card through the programme’s approved dealer and payment network. The financing should not be treated as unrestricted cash for unrelated household spending.
How to register
The original Punjab registration method allowed farmers to send:
PLC [space] CNIC to 8070.
The current digital application portal is also accessible at plc.punjab.gov.pk. The form asks for farmer name, CNIC, mobile number and location details such as division, district, tehsil and mauza.
Important current-status note for 2026
The main Punjab scheme page still shows the original registration period of 5 November 2024 to 11 December 2024. At the same time, Punjab’s planning documents continue to list the Livestock Card as an ongoing/revised initiative and the digital farmer application portal remains online.
Because these official sources reflect different stages of the programme, a 2026 applicant should check whether the current portal is accepting a fresh intake and confirm through the Livestock Department helpline before making financial plans around the scheme.
How many farmers can benefit?
The Punjab scheme page publishes a target range of 40,000 to 80,000 farmers over the programme rollout. The first-year and second-year beneficiary targets were published separately.
Government launch updates also reported large application numbers and animal registrations during the initial phase.
How does verification work?
The application process is digitised and includes verification of applicant and livestock information. Farmers can be checked for:
- CNIC and mobile ownership.
- Punjab residency/location.
- Livestock registration and number/type of animals.
- Credit history/default status.
- Programme conditions and Bank of Punjab requirements.
Submitting the form or SMS does not by itself guarantee approval.
Why is export linkage mentioned in the current portal?
The current farmer application form includes an undertaking to prioritise fattening animals for export linkage. This reflects the programme’s wider objective of improving livestock productivity, meat supply and export-oriented fattening.
Farmers should read the undertaking and Bank of Punjab terms before completing registration.
What should farmers prepare?
- Valid CNIC.
- Own-name active mobile SIM.
- Correct location and livestock information.
- Animals meeting the scheme’s published criteria.
- Ability to repay the approved financing within the programme schedule.
Helpline and support
The official Punjab scheme page lists the Livestock Department helpline:
08000-9211
Farmers should use the helpline for current intake, portal and eligibility questions, especially because the original application dates on the main information page are historical.
