Why this should not be treated as a general public job
HED’s own material describes a departmental digital appointment framework for public-sector college Principals. The department has previously explained that its portal was created to process applications of appropriate officers and calculate merit digitally against sanctioned/vacant Principal positions.
Earlier interview letters for Principal selection also show serving college officers being shortlisted and instructed to bring academic, administrative, performance-evaluation and annual-result records. That is very different from an entry-level public recruitment where anyone with a degree can submit a fresh job application.
How large is the Principal vacancy problem?
In its explanation of the digital appointment system, HED said Punjab had 824 sanctioned Principal posts at the time of that reform exercise and that 413 male/female Principal positions in different scales were vacant.
Those figures explain why the department has been running repeated rounds. They should not, however, be presented as the exact number available in the August 2026 fourth round because the current fourth-round notice does not publish a fresh vacancy total on its webpage.
What is the digital selection model?
HED has said the Principal appointment portal was developed to improve transparency, fairness and merit. The approved framework assigns marks to selection factors and supports digital calculation of overall merit.

Why applicants should save their application record
An earlier third-round HED letter referred to complaints where applicants said their Principal nominations had been deleted from the portal. HED directed that the source/path of deletions be identified and recorded.
For the current round, an applicant should therefore keep a screenshot or other available proof of final submission/preferences and should not share portal credentials with another person.
Portal security is important
During an earlier round, HED specifically advised applicants to change portal passwords and keep them secret. That remains sensible for any officer using the departmental application system.
