The Benazir Income Support Programme (BISP) is continuing its shift towards digital payments for beneficiary women, with the Social Protection Wallet and free Benazir SIM initiative forming an important part of the new payment system. The purpose is to move beneficiaries towards safer and more direct payment channels, reduce dependence on unauthorised middlemen and improve transparency in the way cash support is received.
BISP has already been running the Social Protection Wallet rollout and has continued public awareness activities during 2026. The programme says the digital payment model is designed around beneficiary control, secure verification and direct access to financial support. Existing beneficiaries should therefore pay close attention to instructions received from official BISP channels, especially when they are asked to collect a free SIM, complete verification or use a new payment channel.

The BISP Digital Wallet is a digital payment arrangement being introduced for registered beneficiary women. Instead of relying only on the older retail payment model, BISP is moving towards payment options that can give beneficiaries more direct control over their funds.
BISP has described the wider Social Protection Wallet initiative as a step towards financial inclusion and safer cash transfers. The programme has also worked on systems that can eventually allow beneficiaries greater choice in how they receive payments, including bank-based and digital channels supported by biometric verification.
What is the Benazir SIM and is it free?
The Benazir SIM is part of BISP’s digital payment transition. BISP has been distributing free SIMs to eligible beneficiary women through official programme channels. These SIMs are intended to support the Social Protection Wallet and direct digital payment process.
Beneficiaries should obtain a SIM only through a BISP office, official BISP camp or another location specifically announced by BISP. A private shopkeeper, agent or social media page should not charge money for a so-called BISP SIM or wallet activation.
Who should check the digital wallet update?
This update is mainly relevant to women who are already registered with BISP or who have been declared eligible under the programme. A person searching for BISP assistance for the first time should first confirm household eligibility through the official 8171 system rather than assuming that possession of a SIM makes them a beneficiary.
How much is the Benazir Kafaalat payment?
BISP increased the Benazir Kafaalat quarterly instalment to Rs 13,500 from January 2025. Beneficiaries should still confirm the current payment status before travelling to a payment point because release schedules can differ by cycle, area and beneficiary status.
The digital wallet does not mean that every person automatically receives a fresh payment. The wallet is a payment mechanism; eligibility and release of an instalment remain subject to BISP’s beneficiary records and programme rules.
How to check BISP eligibility through 8171
The safest online method is the official 8171 web portal.
- Open the official 8171 portal.
- Enter the CNIC number of the person whose household status is being checked.
- Enter the verification code shown on the screen.
- Submit the form and review the eligibility/status information returned by the portal.
The 8171 portal is for checking household eligibility information. It should not be confused with random websites using the words “8171” or “BISP check online”.
How will beneficiaries know when to collect a SIM or payment?
BISP says its official SMS communication comes from 8171. If a beneficiary receives a message from another mobile number claiming to be BISP, the message should be treated with caution. Beneficiaries should confirm the instruction through an official BISP office or the helpline before sharing personal information or travelling to a payment point.
What if biometric verification fails?
Biometric verification has been an important part of BISP payment arrangements. Where a beneficiary faces repeated verification or payment problems, the correct approach is to report the issue through BISP instead of paying an agent to “fix” the record.
BISP has been working on bank-account and digital payment arrangements intended to make access easier for beneficiary women. The exact solution available to an individual beneficiary depends on the case and the payment system active in her area.
What if money is deducted from the BISP payment?
A beneficiary should not accept an unauthorised deduction from the amount released to her. BISP advises beneficiaries to report complaints to the nearest BISP Tehsil Office or contact its toll-free helpline at 0800-26477.
When reporting a payment issue, keep the CNIC and relevant payment details available so the complaint can be checked against the beneficiary record.
Important BISP fraud warnings
- 8171 is the official BISP SMS number. Do not trust payment or registration messages from random numbers.
- Do not pay a survey fee. BISP has publicly stated that there is no fee for the BISP survey.
- Do not give your CNIC image, OTP, PIN or phone to an unknown agent.
- Do not pay anyone who promises to add your name to BISP, increase your payment or unlock an instalment.
- Use the official 8171 portal and BISP offices for verification.
How to update household information
BISP uses the National Socio-Economic Registry (NSER) and its Dynamic Registry system to maintain household information. If a family has missing or outdated information, the appropriate route is through BISP registration desks and programme instructions, not a private online registration service.
Changes in household circumstances, CNIC information or other registry details may affect programme assessment. Beneficiaries who are asked to complete a re-survey or recertification should follow the instructions issued by BISP.
What should a beneficiary do now?
- Check household eligibility on the official 8171 portal.
- Keep the beneficiary’s CNIC information current.
- Read only SMS messages received from 8171 as official BISP messages.
- If BISP instructs the beneficiary to collect a Benazir SIM, use the official BISP location mentioned in the instructions.
- Confirm payment release before travelling to a payment point.
- Report deductions, fraud or payment problems through the BISP helpline or Tehsil Office.
