The Benazir Hunarmand Programme is BISP’s skills and livelihood initiative for members of eligible beneficiary families. Unlike Kafaalat, which provides cash assistance, Hunarmand is designed to help selected participants gain employable vocational and technical skills that can lead to work, self-employment or better earning opportunities.

The official Benazir Hunarmand portal is currently accepting beneficiary verification and registration. BISP has also continued expanding training partnerships during 2026, including discussions and agreements with vocational institutions, public-sector skills bodies and employers.

Who can register for Benazir Hunarmand?

The official portal lists clear basic conditions:

  • The family must be registered in the BISP Dynamic Registry.
  • The candidate must have at least Matric / 10th grade education.
  • The applicant must be between 18 and 40 years of age.
  • Only one person from each family can register for the programme.
  • Registration does not guarantee final selection; applications are reviewed before training placement.

This means a person cannot qualify simply by having a CNIC. The family must first be present in BISP’s Dynamic Registry and the selected candidate must separately meet the education and age rules.

Can a Kafaalat beneficiary register a family member?

The programme is designed for BISP beneficiary families and is not limited only to the woman receiving the Kafaalat payment. Depending on the household record and candidate verification, an eligible family member can be selected for skills training.

However, the portal allows only one candidate from each family, so households should choose the person most likely to complete training and use the skill for employment or income generation.

Minimum education requirement

The official registration guide requires at least Matric. A candidate who has not completed 10th grade does not meet the published minimum condition.

Applicants should enter their education accurately. If a training partner later asks for certificates or result evidence, the information should match the registration record.

Age limit

The published age limit is 18 to 40 years. Candidates outside this range should not assume that a training institute can override BISP’s programme rule.

How to register online

  1. Open the official Benazir Hunarmand portal.
  2. Use the beneficiary verification/registration option.
  3. Enter the BISP beneficiary CNIC.
  4. Select the family member/candidate where the portal provides the option.
  5. Complete the captcha and continue with the registration process.
  6. Provide accurate candidate education, age, contact and other required information.
  7. Submit the registration and keep the candidate’s mobile number active for further communication.

Can registration also be done at a BISP office?

Yes. BISP’s official Hunarmand guide says eligible people can register through the portal or visit the nearest BISP Tehsil Office with an original valid CNIC and an active mobile number.

A person who has difficulty with online registration should use the BISP office route instead of paying a private agent.

What happens after registration?

The portal clearly states that it is a registration system only. BISP reviews registrations and only eligible candidates are selected for the programme.

Selection can depend on programme capacity, candidate profile, available training partners, local demand and the trades being offered in a particular area. Therefore, a registration confirmation should not be presented as a training-admission letter.

What types of skills may be offered?

BISP has been working with several skills institutions and has publicly discussed training in areas linked with employment inside Pakistan and abroad. Recent collaborations and pilots have included areas such as:

  • Construction trades
  • Hospitality
  • Healthcare-related skills
  • Plumbing
  • Electrical work
  • Welding
  • Cyber and technology skills
  • Driving
  • Language training, including Korean in some vocational settings

The exact trade offered to a selected person depends on the training partner and programme rollout in that area. Applicants should not assume every trade listed in a BISP partnership announcement is available nationwide.

Are certificates part of the programme?

BISP has said it wants Hunarmand training to be market-driven and linked with nationally or internationally recognised certification where possible. This is intended to improve the value of training for employment and overseas opportunities.

The certificate ultimately depends on the institution and course assigned to the selected candidate.

How many people are being trained?

The programme is being expanded through multiple partnerships rather than one single nationwide batch. For example, BISP signed an agreement with the Benazir Bhutto Shaheed Human Resource Research and Development Board to initially train 3,000 beneficiaries in various trades.

BISP also reported in early 2026 that more than 5,000 members of BISP beneficiary families in Sindh had been enrolled through collaboration with BBSHRD. These numbers represent specific partnerships and should not be treated as a fixed national quota.

What should a candidate prepare before registration?

  • Original valid CNIC.
  • Active mobile number.
  • Correct education information showing at least Matric.
  • Confirmation that the family is recorded in BISP Dynamic Registry.
  • A realistic idea of the type of skill the candidate is willing and able to learn.
  • Availability to attend practical training if selected.

What if the family is not in the Dynamic Registry?

Dynamic Registry status is a core condition. A family that is not registered should first deal with BISP’s NSER/Dynamic Registry process at the relevant BISP registration centre or Tehsil Office.

Hunarmand registration should not be used as a replacement for the BISP household survey.

Important fraud precautions

  • Use only the official BISP Hunarmand portal.
  • Do not pay an agent to “confirm” selection.
  • Do not share OTPs or portal passwords with unknown people.
  • Do not trust a private institute claiming guaranteed BISP admission unless BISP confirms the training arrangement.
  • Remember that registration and final selection are separate steps.
