Apni Chhat Apna Ghar (ACAG) is the Punjab government’s affordable housing programme for low-income families. One of its main financing routes supports eligible people who already own a small residential plot but need money to construct their house.

Official Punjab programme information sets a clear eligibility framework based on Punjab residency, plot ownership, family status, financial record and NSER poverty-score data. Punjab government communications have also described an interest-free construction loan of up to Rs 1.5 million for qualifying plot owners.

Who is eligible for the programme?

The main official programme page lists the following conditions:

  • The applicant must be the head of his or her nuclear family according to NADRA records.
  • The applicant must be a permanent resident of Punjab according to CNIC.
  • The applicant must be the sole owner and possessor of the plot on which the house will be built.
  • The applicant must not have a serious criminal record of the type described in the programme criteria.
  • The applicant must not be a loan defaulter of a bank or financial institution.
  • The applicant must be registered in the National Socio-Economic Registry (NSER) with a household PMT score of 60 or below.

How much land can the applicant own?

The land-size condition is important:

  • Urban area: The applicant can own a residential plot measuring up to 5 marla.
  • Rural area: The applicant can own a residential plot measuring up to 10 marla.

The house must be intended for construction on that owned plot. This route is therefore different from a free-plot programme such as Apni Zameen Apna Ghar.

How much is the interest-free loan?

Punjab government programme communications describe financing of up to Rs 1.5 million on an interest-free basis for eligible plot owners.

The government has also repeatedly cited an instalment of around Rs 14,000 per month for a Rs 1.5 million financing case. Applicants should still follow the repayment schedule in their own approval/sanction documents because public statements at different stages of the programme have referred to different overall repayment periods.

Why does the repayment period sometimes appear different online?

Official Punjab communications from different stages of the programme have mentioned both seven-year and nine-year repayment descriptions. Later programme statements have prominently referred to repayment of the Rs 1.5 million principal over nine years, while an earlier balloting communication cited seven years.

For an approved applicant, the controlling document should be the current financing agreement and repayment schedule issued for that case. Do not rely on a social media graphic when deciding how many instalments will be payable.

What does interest-free mean?

The financing is described by the Punjab government as interest free. A successful applicant repays the principal under the approved schedule rather than paying conventional interest on top of the financed amount.

Applicants should still read all programme and bank documents carefully for administrative requirements, late-payment consequences or any other applicable conditions.

What is the NSER PMT score requirement?

The programme requires the applicant to be registered with NSER in a household with a PMT score of 60 or less.

PMT is a poverty-assessment score used in social-protection targeting. An applicant who owns an eligible plot but is not correctly reflected in the required NSER record can face an eligibility problem. Applicants should provide genuine household information rather than trying to alter the score through an agent.

How to apply online

The official programme portal is acag.punjab.gov.pk.

  1. Open the official ACAG portal.
  2. Use the citizen registration option.
  3. Create the applicant record using correct CNIC and contact information.
  4. Enter family and household information accurately.
  5. Provide details of the owned plot where the house will be constructed.
  6. Complete the NSER/financial information requested by the form.
  7. Upload or provide the documents requested by the live application system.
  8. Review the information before final submission.
  9. Keep the registered mobile number active for verification and programme updates.

What documents should an applicant prepare?

The live portal should be treated as the final checklist because upload requirements can change. A serious applicant should be ready with documents that support the main eligibility information, including:

  • Valid CNIC.
  • Proof/record of ownership for the residential plot.
  • Household and family information matching NADRA records.
  • NSER/PMT-related information where requested.
  • Banking or financial information required by the application.
  • Any additional declaration or document requested by PHATA during verification.

What happens after application?

The Punjab government has stated that applications are verified before financing is issued. Programme communications have referred to verification through microfinance institutions and merit-based processing.

Submission of the form therefore does not mean the loan is immediately approved. The applicant’s land ownership, household eligibility and financial status must satisfy the programme’s checks.

Can someone without a plot apply for this loan route?

The specific eligibility criteria on the ACAG portal require ownership of the residential plot where the house will be constructed. A person who does not own an eligible plot should not enter false ownership information to qualify.

Punjab operates other housing initiatives with different models, so landless applicants should review the programme intended for their situation rather than misusing this application.

How many families have received support?

The programme has expanded significantly since launch. Punjab government updates reported more than 25,500 families receiving over Rs 27 billion in loans by April 2025, and later government communications reported that tens of thousands of houses were being built under the programme.

These figures show programme scale but do not mean that every new application will be approved. Each application remains subject to the criteria and verification process.

How to avoid housing-scheme fraud

  • Use only the official ACAG portal for online registration.
  • Do not pay a person who promises guaranteed loan approval.
  • Do not share OTPs or portal passwords with an agent.
  • Do not submit false land papers or household information.
  • Confirm unusual payment or document requests with PHATA.
