The programme is available through participating commercial, Islamic and SME banks, while the application itself is submitted online through the Prime Minister’s Youth Programme portal.

- Scheme: Prime Minister’s Youth Business and Agriculture Loan Scheme
- Purpose: Business and agriculture financing
- Applicant: Resident Pakistani
- General age: 21 to 45 years
- IT/E-Commerce minimum age: 18 years
- Application: Online only
- Participating institutions: Commercial, Islamic and SME banks
- Maximum repayment tenure: Up to 8 years, including up to a 1-year grace period under the programme FAQ; final terms depend on the approved financing
Current loan tiers and markup rates
The official PMYB&ALS portal currently lists three financing tiers:
- Tier 1: Up to Rs 500,000 — 0% markup
- Tier 2: Above Rs 500,000 and up to Rs 1.5 million — 5% markup
- Tier 3: Above Rs 1.5 million and up to Rs 7.5 million — 7% markup
The amount a person requests should be based on a realistic business need. Applying for the maximum amount does not mean the bank will automatically approve that amount.
Who can apply?
The official programme says Pakistani residents aged between 21 and 45 years with entrepreneurial potential can apply. For IT and e-commerce businesses, the lower age limit is 18 years.
Important eligibility points include:
- The applicant must be a resident Pakistani.
- Non-resident Pakistanis are not eligible under the current scheme rules.
- Government employees are not eligible.
- The applicant should have a genuine business or agriculture financing requirement.
- Where a profession or business legally requires a licence, certification, diploma or professional qualification, the applicant must meet that requirement.
Is a university degree required?
No general minimum educational qualification is required under the programme. The official portal says education may be considered favourably by banks, but it is not a universal eligibility condition.
However, if the proposed activity legally requires a qualification or licence—for example, a regulated professional service—the applicant must have the relevant authorization.
Can a new business apply?
Yes, the scheme is intended to support entrepreneurship and the application process accommodates new businesses. The official programme FAQ explains that a new business should still provide a realistic estimate of expected revenue when completing the business information.
Existing businesses can also provide their actual operating information. In both cases, applicants should avoid unrealistic sales or profit figures because the bank can assess the feasibility of the proposal.
What business information should be prepared?
The online application asks for detailed information. Before starting, applicants should be ready to provide accurate personal and business data, including the financing requirement and basic financial estimates for the proposed activity.
Useful preparation includes:
- CNIC details
- CNIC issue date
- Date of birth
- Active mobile number and email
- Business type and purpose
- Requested loan amount
- Estimated or actual business revenue
- Expected business expenses and cash flow
- Relevant licences, qualifications or authorisations where required
The official form specifically warns applicants to enter CNIC number, CNIC issue date and date of birth correctly because these details are verified through NADRA.
Do you need an NTN before applying?
The official PMYB&ALS FAQ states that having an NTN is not compulsory before applying, although it may improve the applicant’s case. Applicants should therefore not assume that no NTN means they are automatically ineligible.
How long can the loan be repaid over?
The official programme FAQ states that the maximum repayment tenure is 8 years, including a maximum grace period of 1 year. The exact tenure and grace period for an approved case depend on the nature of the financing and the bank’s approval.
Applicants can also use the loan calculator available on the PM Youth portal to understand the effect of loan amount and repayment period before applying.
How to apply online
There is no physical application form required at bank branches. The application is submitted online.
- Open the official PMYB&ALS portal.
- Read the current eligibility and tier information.
- Open the online loan application form.
- Enter CNIC, issue date and date of birth carefully.
- Complete all mandatory personal sections.
- Enter the business/agriculture activity and financing requirement.
- Provide realistic revenue, expense and business information.
- Review all sections before submitting.
- Save any application/reference information generated by the system.
How to track the application
The PM Youth portal provides an application-tracking facility. Applicants can use the official Track Application page and enter the information requested by the system, including the CNIC and mobile number used in the application.
Applicants should keep the same mobile number active because it may be important for status checks and bank communication.
Does submitting the form guarantee approval?
No. The online form is an application for financing. The participating bank still assesses the case. Approval can depend on eligibility, business viability, applicant information, credit assessment and the financing structure.
Applicants should be cautious of anyone who asks for money in return for “guaranteed approval”. No private person can legitimately guarantee the bank’s credit decision.
Free help for business planning
The PM Youth portal points applicants to the Small and Medium Enterprises Development Authority (SMEDA) for free business guidance. SMEDA support and financial templates can help applicants prepare cash-flow, income-statement and other basic business information.
The official portal also provides financial calculators/templates, including a loan repayment calculator.
Common reasons an application can become weak
- CNIC or date-of-birth information does not match NADRA records.
- The requested loan amount is not connected to a clear business need.
- Revenue estimates are unrealistic.
- The applicant does not meet the age or residency requirement.
- A required professional licence or qualification is missing.
- Contact information is incorrect or inactive.
- The applicant assumes submission itself means the loan is approved.
Important safety advice
Apply only through the official PM Youth portal. Do not pay an agent who claims they can approve the loan, manipulate the application or guarantee bank financing. Applicants should also avoid sharing CNIC scans, passwords or verification codes with unknown people.
